It seems the organisers thought Yates would win! Note the logo on the blue jersey, which Roglic politely declined to wear, dropping it on the floor. Eventually, they found a blank.

Sure - I think his regret will be about how he didn't create a bigger lead earlier in the race when he had the chance. He was never going to win in a straight TT fight.
