There never was actually a £1000 limit - certain employers and schemes imposed limit - either by choice or ill advised.

The original scheme made it clear that usage of the bike would not be monitored.

actually there was ,it depends on if the company has a consumer credit license but i think that if the scheme is run by a 3rd party this limit no longer applies

Like I said certain employers set a limit. There was never a limit from the policy makers who set up the scheme.
