You need to move that forward so bar lever is straight.

What feels most comfortable to me is brake levers parallel with the foremost part (curviest bit) of the handlebars then the top of the handlebars moved slightly uphill of parallel with the road.

Edit, top of the hoods uphill of parallel not top of the bars.

I think you need to set the bars up so that the innermost sweep is parallel with the horizontal plane giving 90deg angle between forearm and brake lever with hands on hoods riding position increasing to 110deg when on the drops.
Or you could just sit on it and move the bars and levers to what feels comfortable before you put the tape on.

I like my bars turned up a bit so that my wrists aren't canted so much. It's all about your personal preference.

As I was loosening the bolts I thought to myself that it might be more secure to have one bolt either side of the stem rather than both on one side.
I don't get this Andrew.
I can't tell from the photo but aren't there 4 bolts that hold the handlebars and 2 holding the stem to the steerer?

Hope you don't mind me saying but in the bottom photo your bars are much too high. Try lowering the bars and then reposition levers back up a little.

yes - the bottom part of the bars whould be about 20 degrees off horiozontal. see below.

On one of my bikes the top and bottom steerer bolts fix from opposing sides.

Is this the one you are talking about as this seems to be normal. Are you saying that you removed one bolt and attempted to screw it in from the other side?

I like my bars turned up a bit so that my wrists aren't canted so much. It's all about your personal preference.
Mine feel more comfortable when the top of the bars and hoods are horizontal. And, as I spend 90% of my time on the hoods, that seems to me to be the most important part to get right. Personal taste though, I suppose.
