It was the notion that gritting was carried out "as necessary" that confused me: here it seems to be "as the plan dictates"...

I was involved along, long time ago in a legal case regarding if certain paths had to be gritted, it was decided then that they were not obliged to grit these paths but did it as a service.
The law I assumed has not changed,
roads etc in this area are done in a certain order, main roads, bus routes, side roads, councillors/officials roads, posh house areas(the last two allegedly)
