I had hoped to move to Portland Oregon but I'm not going to have much money so I've settled on Houston Texas.

Yes, southern TX is much better, at least in the winter. Summers are supposed to be pretty hot and humid and rainy, (though I love riding in warm rain). I've also been told it's very flat which will help me considerably with motivation.
