This suddenly appeared at my partners house, I’m at a loss to think what it could be, it’s partly above the overflow for the downstairs toilet so don’t think it’s that. Any thoughts anyone? Inside wall is dry.

overflow leaking (or possibly just dribbling down wall) and spreading into porous stone.

if you force a leak by holding down ball cock and have a look at whats happening outside....

it could do with a 90 degree elbow on the end so it points down, which should keep any flow off the wall

Check the wc cistern a few hours after it's been flushed to see if it's overflowing. That amount of water on the wall would suggest the fill valve washer is well f%#@*d

Having examined it in person just now I’ve checked the toilet levels which are fine no where near the overflow, it’s drying out now so I’m actually going for the idea that someone has peed against it.
