Stuck nut and bolt

Putting together a Park Tool truing stand and one metal leg needs to go on the other side, however, the nut and bolt aren't coming off despite different approaches. Any ideas? Photo attached for info including parts (washer, nut and bolt) as they were:
Need a solution: anyone know how to remove this nut from the bolt?

age old solution of a junior hack saw blade?

Probably the coach bolt is spinning around due to the square being rounded off. You could always try and grip the coach bolt with a pair of mole grips

Go on, tilt your head!
Heat.

If you have a blowtorch get that on it.

Alternatively, spray some penetrant spray on it and leave for an hour then have another go at it

Whats the problem exactly? Is it spinning, or are you not strong enough with tools you have?

The nut head and thread in the centre looks a mess.

I see the other one is a 'nyloc' locking nut used to prevent something coming undone under vibration/movement.

I wonder if someone has butchered the fixing to keep it tight, which is why you cannot undo it.

The good new is the metalwork looks OK, so once you have removed the bolt, all should be well.
 
The bolt is not spinning. It is held tight by the square hole.

The nut is not a Nyloc, which is what I originally thought, but has a larger block of plastic in it.

The stand is new, so it has not been butchered in any way, it's just a one-use nut, and the leg needs to be moved from the position it was originally fixed.

I use Irwin Bolt/Nut removers on rounded off nuts n bolts........with your nut being in reasonable shape maybe a suitable Irwin would fit the coachbolt and remove it that way.....replace with a new nut & bolt....
