Do you have a vice? If so stick it in the vice, use the chainwip and an extended cassette tool (normal cassette tool with wrench and pole). If needs be, get someone to hold the chainwip.
 
If it is well stuck then as fossala says - the more leverage the better.

I once had a very old 9spd cassette locknut which wouldn't budge and was threatening to destroy the vice clamps so I carefully hacksawed through the nearest spacer to the end (being careful not to touch the freehub). This enabled me to push the small sprocket away from the locknut and relieve some of the friction - it then screwed off quite easily.

or not freewheeling at all? I had a hub that was seizing now and again. Quite disconcerting. problem with the pawl springs I believe, but will not tear it down until Winter.

I use a heavy duty torque wrench to get the lockring off, since it's the largest that I have (about 50cms long). Once that's off, the individual pieces of the cassette should simply slide off the splines.

Or does your bike not actually have a cassette? Perhaps it has a Freewheel block (usually get them on older and/or budget bikes). In this case persistance is the key. Big wrench in one hand. Hold the wheel tight with the other and put everything you've got into the wrench!!

Freewheel blocks are in effect constantly tightened by pedalling. If it's been there a number of years it can take some effort to remove it!! It's mighty satisfying when it finally releases though...
 
Take it to your local LBS before you damage something ...
If your LBS damage it all well and Good !

Just to be sure: Are you using a chainwhip on the largest sprocket, and a good long spanner or similar on the cassette lockring removal tool? The lockring needs to be turned anti-clockwise. If all else fails, take the wheel to the local bike shop.
