We've similar Keep Left/Right signs on the main road.

A road a bit further away has signs indicating that oncoming traffic has priority, on both ends of the roadworks.

Spotted in King's Lynn. I suspect this sign is intended for when you have to wait to be escorted through a building site. The photographer gave up waiting and continued on.

I think its probably more to do with liability. The photographer continued on under his own volition and risk.
