I'm baffled. Does it maybe mean 20 limit on the roadway, cycles not permitted on roadway but are permitted on shared path.

Or have they just got confused about what a bike in a red circle actually means, and chucked one in for luck?

A red circle means bikes prohibited, so.... Errmm.. I don't know 😂
