What about it is strange?
A fairly common sign, indicating that while it looks like a clear road ahead, there may be traffic you can't see, in that dip.

If that orange thing behind the post is a "dip" (not remotely obvious it is), then this should be in the jokes thread, not the "strange road signs" thread.
No matter what the orange thing is, there is nothing strange about the sign.
