Stolen Bike?

A few weeks ago I saw a secondhand Apollo for sale. There was a barcode sticker on the crossbar which had been partially peeled off. It struck me as odd at the time so I made my excuses and left.

Does anybody know if these are some sort of security identification device? Perhaps they're just used by Halfords for stock control?

Thanks - I'll know in future. The bike had two almost new tyres and would have been worth buying for those alone.
