Stiff crank?

Fitted some new wheels with original cassette..no problem
when i rurn the front crankset now it feels stiff and quite jumpy....when i remove the wheel and chain the crank moves freely

Checked the cassette and wheel spins freely and it does...any suggestions

Do they spin freely with the wheel in but no chain? If so, I'd guess wrong wheel axle.

I have just tried it with no skewers in and it spins perfectly...as soon as i apply and pressure when tightening the skewers it goes tight again

Are the bearings in the hub being tightened by the action of the QR skewer?
The lock nuts on the axle could be loose and then being over tightened?
 
Is it the crank or the wheel hub which fails to rotate freely with QR skewers tight.
It is conventional to leave a tiny bit of slack in Shimano style cup and cone hubs to account for axle compression under the tension of a skewer. This is a very fine adjustment.
 
QR Skewers in tension place the hub axle under compression, which can tighten the wheel bearings (in cup and cone axles). It is conventional to leave a tiny amount of slack in the adjustment of cones to account for compression.
