Stem length versus spacers for adjusting reach ?

Does anyone know how dropping the stem by changing spacers changes how far the rech to the hoods changes ?
I tried dropping my stem 1 spacer more as i always tend to ride with my wrists resting flat on top of the bars holding the hoods so i know that i can ride in that position but the bars felt further away.
When i bought the bike i bought a longer stem to match the commuter set up and although its comfy there is not a lot of drop from saddle to hoods.
I noticed a bike belonging to a fellow cyclist who rides the same size bike and is very similar in height etc had a shorter stem and a lot more drop .
So... for all you experts out there is there a general guide for reach vs drop to give the same arm length to the hoods ?
 
no guide - it's all down to whatever makes you comfortable. Ignore other people's positions - they are not you.

I do , it was just out of interest ^_^ mines what you call a relaxed set up with only maybe 4 cm of drop but a + 10 mm stem compared to what came stock.
I feel like i can go lower if i wanted to but if i do the reach feels to long
