Steepest street moved to wales

Nearest hospital is about 20 minutes away by car, unfortunately, back over the hill.

Doesn't look much like a street. More like a single track road up a hill. Doesn't a street have to have buildings either side of it?

I agree, this is a road.
Baldwin Street in Dunedin is an urban street and as such should retain the title of steepest street.
I tried to ride up Baldwin Street once, got about two thirds of the way up before grinding to a halt, mainly due to the difficulty of trying to keep enough weight on the rear wheel to prevent wheelspin, but at the same time trying to keep enough weight on the front wheel to prevent it coming off the ground.
