So the pads need to be closer to the rim at the end of the pads that is nearest the front of the bike.
As you pull on the brakes, the rim tries to drag the brake pad along with it, and this twists it (about an axis coming out of the screen, as you look at this diagram). This brings the rest of the pad into contact with the rim.
Yup - the piece of card that the new brake blocks are usually shrink-wrapped onto is actually a part of the 'fitting kit'!!Assuming you have rim brakes you need to toe-in the blocks. This has been covered previously and this is a good description:
You can achieve this by inserting pieces of cardboard to the rear of the block (in the V shaped gaps above), applying the brakes and simultaneously tightening the blocks.
