It’s single speed, and looks to be quite a high gear for such a heavy bike. Those wheels and rifle must weigh a bit. I bet it’s almost impossible to get up hills.

I'd to look more than once. Not certain if the rear hub is geared or a back pedal brake though.

Hub looks too small a diameter for a back pedal brake. Could be Fixed Wheel

Rear hub looked odd in the picture posted, so I checked via the link. No brake seen at first made me think the handlebar lever might just be a gear change lever.

Could that be the gun trigger? It'd be a safety feature to stop you killing someone when trying to get a sandwich out of the satchel.

Or allow you to fire keeping both hands on the handlebars. Leave them wondering where the shot came from, after they've cut across you.
