Check that the mech moves freely but with spring tension and is clean and oiled on moving parts.
Cables can fray inside the outer plastic tube and stick. New inner cables are part of a routine annual service. The cable outers can be left as long as they are free of sharp kinks. Make sure the ends have metal caps in place.

As well as cable, mechs often seize up. Detach the cable, see if the mech moves freely over its full range by hand. If not, spray with wd40 or similar and repeatedly move through the range until it frees up.

Just an update - the wd40 did the trick here, along with actually getting out and riding the bike more often. I had it checked out to be sure and it’s all good. Thanks again for all your help.
