the guy at Fulcrum told me that the spoke tension should be about 23-26Nm for the rear drive side.

I can't figure out how this relates to spoke tension in units of N (e.g. typically about 1100N) as given by my Park Tools spoke tension meter

can't anyone tell me?

Surely Nm is a measure of Torque?

I agree with you. An example of theirs is given here.

You can ping bladed spokes, but the pitches are different and I don't have a list of them. it's more difficult than round ones. My list is for typical tensions and various spoke lengths. Works for me but not precise enough for critical work.

Tension only has one dimension. It's force (Newtons is the SI unit). That's basic mechanics. A wheel with spokes at <30N wouldn't work. As far as I can work out the tension my pitch list is worked out at is about 1500N.
