Safari doesn't support the java for the editor toolbar so there's no formatting/smiley toolbar on iPad/Pod/Phone.

Other browser are available that do though.

Not sure I've never tried it really. I know the short-code to the few I use regularly so just manually type them when on the phone.

Nope, because chrome (on ios) is just a reskinned, slightly refeatured safari which is why apple allowed it
