sluggish to move to small chain ring

Moves eventually, but not as slick as it should be. Fine adjustment needed by adjusting screws ?

On my 'bents I find that having the front mech set to overshift when dropping the bottom chainring makes the shift clean but I also then need to use a chain catcher to prevent chain dump. The reason for this is I'm going from a 42t to a 24t bottom chainring.
