Ok. Makes sense. I can see that there might not have be enough evidence to start a criminal case.

Oh, I think there probably was enough evidence for a criminal case. But the decision was taken to speed up his downfall by going a different route rather than have years and years of battling with his legal team and him denying any wrong-doing and playing the victim.
