It's been mentioned before (ok, only by me!) but there is the possibility that the investigation "hit the skids" as they realised it would be easier to get him by other means than lengthy litigation. Just saying. That I might be right.

Ok. Makes sense. I can see that there might not have be enough evidence to start a criminal case.
