Pipe cutter works fine IME. Very steady application of pressure minimises the 'banking'. You may need to finish it off with a file, but the same applies to a hacksaw cut.

You pays yer money...

How can you use a pipe cutter the wrong way? I used a mini pipe cutter with a small rotating blade - maybe it's just not very butch?

The best tool is the Park Tools cutting guide used with a fine-toothed hacksaw blade. Does a beautiful job.

Trying to cut aluminium will blunt your pipe cutter.

you will have to cut a fair number of posts for that to happen. I have used a pipe cutter to cut CDS steel tubing ..... which did eventualy blunt and chip the cutting wheel but it was worth the sacrifice.

400 mm are mountain bike posts - you may find the seat tube on road bikes is not reamed that far down so don't force it.
