Screw bosses on underside of down tube?

On one of the rare occasions when I had my tourer upside down I noticed a couple of screw bosses on the underside of the down tube, close to the BB, same spacing as normal bottle cage mounts.

It's hard to see what could be attached to them without fouling the gear cables. What would be their intended purpose?

It's to hold the batteries in that all the pro's are using for the motorised mechanical doped bikes :biggrin:
