Scooter dial

Sorry this doesn't really come under biking, but anyone know how to dial a scooter.
I can't seem to take my handlebar tube out. Anyone help. (I have loosed the bolts on the clamp)

Its like saying I want to 'dial' my bike. What sort of bike, Raleigh 20 shopper or a Pinarello F10.
. That is absolutely no sense what so ever.

It does make sense. You've asked us how to adjust your scooter. We've asked what sort of scooter, make and even pictures. You haven't replied, so how can we help.

Its the same as bikes, there are thousands of different ones. So don't call me a fool.
