I did. North London. A van on the north circular, a car in Muswell Hill, the bike a few hundred yards from my home.
As I say, I didn't see the preamble, but there are no traffic lights within about half a mile. I would have thought it unusual on any day (come to think of it I don't think I've ever seen a cyclist getting a ticket, and I've been riding in London on & off (mostly on) for 50 years) - coming after the two earlier stops, it struck me as even more suggestive of something having changed. But there could be a completely unrelated explanation, and coincidences do happen.I think you saw a fixed penalty swee'pea, the cyclists were likely stopped running a red light or similar I'd bet.
