Has to meet the following criteria:

Just large enough for one tube, 3 levers, small multi-tool, and CO2 inflator pump/cartridge
Secures well but with no stupid flaming "systems" for fitting it in place
Hard-wearing material
Loop/tab for attaching rear light to it
No more than £15 or thereabouts - if the price starts with £15-something then ok, if it starts £16-something or above then it's not.

Far better IMO. Doesnt help with the light attachment but its far more aesthetically pleasing than a suitcase under your saddle lol

Poundland used to do them!
Asda do one - bit bigger than you specify, but it's £4.99 and will take a very small showerproof jacket or an orange. Plus the multitool, spare tube CO2 etc.

I just got one of those topeak large ones for the l2b. i can get 2 inner tubes, mini pump, spare gas cannister, multi tool, two mini lights, arm warmers, knee warmers and a light rain jacket in it. They're actually pretty big.

Carradice, you know you want to ;)

More seriously I do like the Topeak expanding wedge bags, I have the large one that can hold a windproof, two tyres, small cable lock, multitool and tyre levers whilst holding a light on a stable loop. They do use a bracket that fixes on the saddle rails however

I also have a 6 litre Carradice Prima Maxi which needs no special attachments, but I'm guessing would be a bit big
There is a smaller midi version however which is on price and would fit everything you've mentioned I'd guess looking at the capacity.

In the good old days we used to wrap our tools and tyre levers in a length of old cut up T shirt and fasten the roll under the saddle with a spare toe clip strap! Can't get much cheaper than that.
