I use Bikesters when I'm commuting. They are very good but are not padded, (could obviously add padding if required). This is fine for my short commute though, plus the fact my hack is fitted with a Brooks saddle, but I never wear them for longer weekend rides on my other bike.

I know everyone one is different but you must like to be very warm

I know I like to be warm and I will be wearing my winter cruisers until spring.

SportsDirect.........I've just got myself a pair of Karimoor running tights/leggings (£15) over which I planned to wear my padded shorts. Went out on Wednesday (dry but cold & windy)..........great combination.
