not a great deal at all at a push one would argue the 25 is more comfortable but Ive ridden both and dont notice any - However some 23's are not as wide as others strange I know but yuo can get a 23 thats as fat as a 25 for example on the back I have a 23 gator skin hardshell on the front I have a 23 pro race - the pro race is not as wide the gatorskin because of its contour and my gatorskin 23 looks the same width as my conti city race 25.

Doesn't a higher pressure increase the risk?

Broadly speaking, the fatter the tyre, the more comfortable it is (bigger cushion); conversely, thinner tyres are faster (less rolling resistance).

You're most unlikely to notice with tyres just 2mm different; but over, say, 10mm you probably would.

A fatter tyre can be run a little softer without increasing the risk of snakebite punctures.

The softer tyre gets you a little more comfort, and less rolling resistance on rough roads (think coarse chippings), but a little more rolling resistance on smooth roads (fresh rolled tarmac).
A fatter tyre has less rolling resistance at the same pressure than a narrower one, but more aerodynamic drag.

The only speed difference that can get noticeable is the rough road difference.

I generally use 28mm tyres (nominal), which I can run at 85-95psi
