Riding 2 abreast.

For me it boils down to yes 2 abreast may not present a wider obstacle than a slow moving vehicle, but a vehicle cant split itself in half to allow more room for the overtake.

I would say it is much the same as holding primary or secondary. To hold primary making it impossible for cars to pass when it is otherwise safe to do so is rude and bad cycling; exactly the same a two abreast riding when the road conditions do not allow it.

If, as a driver, I'm going along a busy main road it is easy to pass 2 cyclists in single file without having to stray too far over the white line so it is easier to pass.

Even if passing just one cyclist, we should always be setting the example of passing completely in lane 2 as pictured in HC rule 163:

I have just got back from touring in France and most drivers pass like this. It makes a huge difference to the pleasantry of cycling. If you pass wide, a number of following cars will copy too.
