Bob does not.

The authorities will steam open and read any letter or package sent, before resealing and allowing delivery. If however a locked box comes through, they will allow it to continue, as they cannot open it without that becoming obvious.

How can Bob get a secure message to Alice via the postal system?

Bob can Sneak into North Korea, bribe, and sleep and blackmail his way to the political top table, entice and seduce Kim Jong Un into bed with promises of everlasting love. In the post coital bliss and harmony resist turning over, farting and going to sleep ,talk luvey dovey to the leader and get himself installed as Post Office Supremo. Bob's your uncle...............He can do away with the letter opening stuff.

What Cubist said but make it a combination lock. Mail her the number in some kind of devious code. It's a cunning plan if ever there were one.

If it's based on encryption, you wouldn't want to send any key as that would make it vunerable.

Bob sends to Alice with a padlock. Alice adds a 2nd padlock and sends it back to Bob. Bob removes first padlock and sends it back to Alice. Alice removes her padlock and all is happy....except she wanted something better than socks!!
