I was just thinking that, it’s as if someone sprayed everything with satin black. A rub over with thinners would get it off.

Agree with Cycleops about the wheels, the stem looks very much like a GB "girder" stem that I have although no GB markings on it by the look of things (I think a GB girder would get you your money back on eBay).

I would clean the drop bars and after inspection either wrap cloth tape right up to the stem or replace; https://www.cyclechat.net/threads/cloth-bar-tape-wrapping-tips.215710/

I think that the chain may also need replacing Thanks for putting up the photos

I would give the chain a chance, it looks bad, but with a bit of work it may be usable.
