Replacing inner brake cable, removing nothing?

thread ressurection as im seaching if i can do this as my new build i made the rear cable housing too long so i need to recable
Why recable? Pull the inner back further than where you are going to cut the outer. Cut the outer. Push the inner back. If the outer was originally too long then the inner will still be long enough.
Simples. A five minute job.

because i have to get the clamped bit through the outer which will be deformed by the brake caliper clamp point

If you are shortening the outer cable, then you will be able to shorten the inner, so it depends on how much you'll be taking off the outer if you can remove the crushed section.

Do new inners come with a cunningly prepared end? If they do, I didn't know that.
The decent single-ended inners are cut electrically, leaving a very neat little blob of melted metal on the end, which threads though brakes and outers as easily as is possible, and which is immune to loose strands of wire.
Don't ever get the cheap double-ended Road/MTB brake cables, that require you to cut the wrong nipple off, and don't cut any excess off until after you've finished fitting the cable.

If you cut the end, even with a good cutter or the application of solder or superglue, what you end up with will be less neat and harder to thread.
