Regreasing my cartridge bearings on my headset.

Hi, I have stripped my headset and now I am at the stage to take the top and bottom bearings off to clean and repack.
The bearings are not coming straight off,I just want to check before I apply any pressure that they should just come off and are not held in place some way.
The bike is a Voodoo Marasa.

Are some bearings held on to the frame using circlips?

All sorted repacked and all back together, I gave the bearings a tap with a hammer.
