Most "unhappy peds" stories I hear are of inconsiderate cycling: where the cyclist does not give way to the pedestrian, or passes too fast/too close, or other forms of conflict.

I am perfectly happy that the law should frown on that kind of behaviour, but to penalise all pavement cycling seems a bit OTT when our wrath could perfectly be confined to the hooligans
 
Given that pedestrians are stating very vocally they are not happy, on what basis do you believe that? Or is it the "I'm a good guy, they can't be talking about me?" assumption?

I will admit though that within that particular area i.e.- Shirley, Southampton I can understand why the police are cracking down because an old man was knocked down there many years ago by a cyclist. However, I don't agree with how they've implemented things and it certainly isn't working I can tell you that for sure. Cyclists ignore the signs. Waste of money imo. Plus some of the pavements are very wide indeed and although the road surface is good, the road hasn't been designed with cyclists in mind (loads of pinch points etc).
