.......and as a final thought, if the wheel is randomly jamming as you cycle, make sure it isn't something silly like the quick release is too loose and the wheel is moving within the frame stays.

Ta for all that... It's deffo not a slack QR (in fact I could do with slackening it off a tad).

I shall do a spot of pre-work fettling in the morning (too busy painting the sodding kitchen tonight).
 
Mis-adjusted pad can rub on the rotor but won't actuate itself to brake harder.
Is your rotor flat and true?
If your brake caliper well aligned on the frame?
Is your pad held in place by a split ring?
Is your cable routing too tight, eg do you brake when steering?
I would photograph your current setup, noting alignment and clearances. Remove brake from frame. Clean the brake and re-align. Fit new pads and cables if they show signs of wear.

Update; realigned the rear caliper this morning, better but not perfect. Now the front one's playing up... I slackened the QR lever by a quarter turn which has helped. Rotors both straight and true.

More temporary fettling to follow later, with hopefully a proper one at the weekend.
