rear brakes sticking

Yes I can, Yes I am, Yes I did...Repeat.
These are veloce brakes on a ribble carbon frame. They close on the rim ok but don't
Release when letting go of the lever. Instead they lock on the rim
Making it impossible to ride. I loosed the cable, tightened it, oiled the spring and calipers but no joy.

The wheel is ok..not perfect but no.major wobbles.

Tried bike doctor app but.no joy. The pads arnt at the line yet.but.nearly.

Any thoughts? Ta.

Either sticking cable or caliper is jamming. Loosen the cable at the caliper end and hold the end of the cable while moving the brake lever to see if the cable moves freely with you holding a bit of tension on the cable. With the cable still loose, tighten the caliper by hand and see how freely it moves - it might be useful before you do this to move the q/r to the open position to give you a wider range of movement.
 
Check it is the calipers by taking the cable off and squeezing the calipers. They should spring back open.

If they don't then they need a service to get some muck out or the locknut may have shifted through the pressure of everyday use and locked the mechanism up.

Assuming it is the latter:

Take the calipers off the frame.

At the back of the arms you have a little drum on the central axle - this is the locknut. To release this there is a small hex grub screw which tightens onto the axle stopping the locknut moving. - undo this 5 turns and then the locknut unscrews. If the calipers then move freely the locknut was too tight. So tighten it up so as there is no movement in the arms but they still open close freely and then tighten up the grub screw.

Finally pop the calipers back on the frame.
