There could have been some doubling or trippling up (I've....err.... heard of videos) but even that wouldn't be a long time. We have to assume the was some incompleteness involved.

TV remotes generally work off IR. I suspect some "embellishment" has occurred here.

There are ultrasonic remotes as well.
Infra Red are cheaper make as a system, and the remotes can be replaced with a non OEM one should they break.

Almost all remotes will work* at least partially in that scenario, it only has to work once to create another good anecdote.

Even though I used to work for a publisher - around the tine it was changing from 10 digits to 13 - I never knew that.
Looking it up, it surprised me that it was first developed only in 1965, I would have guessed at it being a fair bit older than that.
