You seem to have taken the drive side cup out with the frame in a vice?
For the non-drive side if you take off the lockring (I assume you can do that? - hammer and drift usually work) there will be enough thread to clamp the cup in the vice and then use the frame leverage to turn it - you will need to tighten the vice so that it probably crushes the threads - no matter as the old cups are two a penny (I have at least 6 here if you want one) - and from experience when the cup is in the vice it's often a trick that works to turn it to tighten it a whisker first before turning the frame to remove it. You could also try a big Stilson wrench direct on the threaded section when the lockring is off.
