Racing on Roads to be outlawed?

and doesnt look like they are attempting to outlaw, i know its looks at major racing but there is talk of support for road racing

I have a bit of a worry that any changes might be for the benefit of semi-pro premier calendar type races but might make lower cat races more difficult to organise. I'm thinking about the possibilities that trained BC marshalls become a prerequisite rather than an optional extra and whether BC might use this to try and get a monopoly on road racing ousting the TLI and LVRC? Just speculation but I'll wait and see before welcoming this initiative.
