I'll try for thr better quality hex key. The pipe is a really good ideaBetter quality Allen Key with a pipe or similar to stop any sideways movement, no impact driver, a long extension to get max torque.

NotedI once used the next size up allen key, grinded off the faces of the hexagon to just be able to hammer it in. Then max torque as Venod said, also the good quality allen key.
The bolt head is recessed in the stem well below the top of the steerer.
Dura Ace AX.That's odd, usually for quill stems the bolt is at the top of the stem for access. Just out of curiosity what quill stem is it?

Understood thanksJust to be clear I meant a pipe as packing surrounding the Allen Key in the stem hole.
I have cut the stem off just above the steering tube to give me a chance of getting an drill at the bolt head. I had to buy an extra long Allen key to try and unfastern the bolt in the first place.Sacrifice the stem? If you want to ride the bike with a different height stem.

It's a 62cm frame John, no chance I'm afraid.What's the access like to the underside of the expander nut from below the fork crown? If the steerer tube is not that long or the stem is set quite low you might be able to centre punch the end of the expander bolt and drill it from the other end.
