I don't think it was, it was potentially confusing. - if you have 700c tyres get a 700c tube. the 28-35mm is the range of tyre sizes its designed to fit, there is, as said, a little bit more latitude here, but you will struggle to get a 28-35mm tub into a 23mm tyre etc. and check the valve length - anything over 42-48mm mm is generally aimed at deeper section rims, which you probably wont have on a hybrid.
