I don’t know the rubber conditioner you speak of but it shouldn’t need anything like that, just proper adjustment with good quality pads.
The rear V brake should be quite effective, the front less so. both have to go through what I think is called a gyro to allow the bars to be spun around which rather limits their effectiveness.
