The driver of the yellow car did a good job of passing.
it amazes me how often a line of cars pass you quite happily and one of them just cant be bothered to pull out a little bit.

Quite clearly this close pas was deliberate. IMHO taking your eyes off the road and hands off the wheel to do a pi$$ taking applause should be classed as dangerous driving.

But we don't know the driver was clapping for passing quite close to a cyclist. He could have been congratulating himself for correctly guessing a quiz question on the radio for all we know. All we have is a youtube video with a sensationalised title by the OP. It's not a punishment pass, I also doubt the driver steered towards him too, I'd say the driver isn't aware of just how big those boat-like VW's are and can't drive it for toffee. It's a close pass, but nothing that most of us wouldn't have experienced on the road. Certainly not enough to scream like a harpie.

Driver definitely gets closer as he's alongside making Magnatom swerve kerbwards to avoid him.

I've seen several videos from others where I've thought "not as bad as all that" but I'm reminded when suffering my own close passes that, on reviewing the footage, it rarely looks that bad to someone who wasn't there. Elements such as cyclist's speed, distance from kerb, road surface ahead of him (possible deviation needed), volume of traffic and speed differential with the overtaking twat can all make it a very frightening experience. YMMV.

See, that's the worrying thing: this type of driving is too common and too often accepted as part and parcel of using the road as a cyclist. I'm fed up with it and while I've never been a fan of Magnatom's extreme vocals, I'm glad he's getting idiots like that before the courts to get some punishment, however small.

Driving standards in general are going down the toilet IMO. My current thing is drivers seemingly not knowing where the indicators are at junctions and roundabouts. Bad enough when you're driving but potentially lethal when you're riding.

I had a couple of incidents on a ride this morning, I could have made a scene in the middle of the High Street and berated someone who cut me up, but all I'd be doing is holding up traffic and probably upsetting the child in the back of the drivers' car. I'd look like a dick and the drivers would probably carry a grudge, no one wins. I'd rather mutter something under my breath, get over it and get on enjoying my ride.

The camera always makes it look like the car is further away , saw footage of a guy clipped by a mirror once and it looks like the car was about 2 foot away but you could clearly hear the mirror hit him , the still image at the end of the clip with the rear facing camera clearly shows how close it was .

And unless there's any evidence you can link to that the driver was applauding because he nearly took the cyclist out, and any previous incidents to suggest it was a punishment pass. I think we can stick to the video title of close pass. Anything else is, like the title of the thread, sensationalising.

I appreciate it may have been closer than it looked, as others have said, but even so...

Alas, the sort of person likely to gain vicarious pleasure from fritting up cyclists like that is unlikely to be either capable or willing of learning. The video and news stories act as no deterrent to brain donors of that kind.
