Make your extension out of an asssaver. I bought a £3 Halfords equivalent, cut it to shape and zip-tied it to the mudguard (having made small holes in each. Occasionally, I have to replace the zip-tie as it gets a bit loose, but it does the job. It's just thin sheet-plastic so should flex easily enough for your needs.
Now, that sounds simpler than asking someone to come here to drill into the wall of my rented flat. If I could add that rubber flap, it wouldn't be likely to break with the weight of the bike on it. Where did you find such a flap?
an internet friend told me how he made a front flap out of a mousepad trimmed w/ scissors & held on w/ binder clips. I've tried it myself & it's not too bad
Hang the bike up by the rear wheel and use whatever fender you like. An old tire, part of a plastic bottle, perhaps the leather upper of an old shoe......
SKS commuter hybrid guards would fit the bill, enough to stop a wet and dirty back but not really long, they are shorter than longer guards to enable bikes to be parked up in positions such as yours so they don’t catch.
