Looks like a Norfolk special - oval wheels, vertical forks and seat stays, forward saddle - but I see yours has rear forks!

Here's one I saw on facebook (credit John Filowiat) where they've gone for a double by painting "END" across the start of a cycleway alongside part of their flagship Norwich Third Ring Road:

The sad thing is that stencils and thermoplastic kits are widely available for these symbols...

Thinking it was the latter would explain the contempt some of the roadbuilders seem to regard us with!
