Friends Tifosi hybrid cycle is experiencing very poor braking (cable disc brakes). I suspected contaminated rotors as he's confessed to being very liberal with WD-40 spray nearby! I have replaced both rotors and fitted new Tektro pads but with very little difference. Pulling really hard on the levers brings the pads onto the rotors but the stopping power is very poor. Any suggestions appreciated.

A quick search on here will give you the answers. This has been discussed ad infinitum on here.

Which version. Some are okay if set up correctly, some are crap no matter what you do.

oddly enough, with Techtro, the single sided type seem to work far better than the “better” double sided type. As the builder for a shop I’ve built more than enough of them to have them figured out.

After trying everything the solution to my own set or double acting units was to bin them and install Growtacs.

Stupid question but I'm assuming you've adjusted the pads in on the little adjuster so that you don't so much lever travel. Seen it several times when the pads are so far of the discs they don't grip fully. Tektro pads aren't the best, better than knock offs though. Try sram or shimano compatibles, just make sure they're genuine. Finally take the WD off your mate.

^_^ WD is banned from anywhere near his bike!

Yes, the 'gap' in pads has been adjusted, however I didn't appreciate that the calliper mechanism can be adjusted to ensure that both pads are equally set. So, next trial is to adjust this and then will try compressionless cable outers. Apparently, friend now tells me the brakes were never that good when he bought the bike - new 18 months ago!
