Not quite - "clip-ins" allow you to transfer power to the crank throughout the 360 degrees turn ( which means you can pull back on the pedal at the bottom of the cycle and generally spin the wheel a lot better).They also keep a more efficient contact between shoe and pedal.

you need to learn the push-pull stroke, then you'll feel the difference.

[you can do push-pull with clips, but with clipless you get more bite on the pull]
