Para-cycling in doubt for Tokyo 2020 Paralympics after late submittal

This is just dumb! Apparently their late application means that it has to compete with other sports to make the list:

"Cycling is now up against canoeing, football five-a-side, football seven-a-side, judo, taekwondo, sailing and wheelchair fencing for one of the remaining slots."

So they are now one of 8 sports who are competing for the 7 places which are left.
I would expect cycling to make it through, afterall it is already a well developed para sport. Surely we dont need both of 5 a side and 7 a side football!
